Napa City Home-ownership Assistance Program Guidelines

Home-ownership Opportunities

The City of Napa has Down Payment Assistance Program is funded through grant funds received from the State of California's Department of Housing and Community Development. Currently, there are two funding sources available and their eligibility criteria are listed below:

HOME PROGRAM CRITERIA:

  • Gross annual income does not exceed 80% of the median income for Napa County, adjusted for family size.
  • City will loan up to $150,000 or 30% of the purchase price, whichever is less.
  • 30 year loan, deferred payments for the 30 years.
  • 1.0% simple interest rate.
  • Funds can be used to purchase homes within the city limits of Napa.
  • Purchase price limit: $503,000 (New or used)
  • Buyer must have 1% of purchase price as their share of the transaction.  (Cannot include seller credits).
  • Buyer must be able to qualify for a fixed rate mortgage loan, no ARM's allowed.
  • Minimum credit score of 620. 
  • Buyers cannot have owned a home within the last three years.
  • Modest Home-maximum 3 bedroom, 2 bath, unless family size requires a larger home.
  • The property must be owner-occupied or vacant at least 90 days prior to the purchase agreement being presented.
  • Home must pass Housing Quality Standards inspection.
  • Loan is a second mortgage behind a first mortgage loan.
  • Attend first time home buyer workshop.
 

CALHOME PROGRAM CRITERIA:

  • Gross Annual Income does not exceed 80% of median income for Napa County, adjusted for family size.
  • City will loan up to $58,000, or 30% of the purchase price, whichever is less.
  • 1.0% simple interest rate, deferred payments.
  • 30 year loan, deferred payments for the 30 years.
  • Funds can be used to purchase homes within city limits of Napa.
  • Purchase price limit, $475,000.
  • Buyer must have 1% of purchase price as their share of the transaction. (Cannot include seller credits)
  • Buyer must be able to qualify for a fixed rate mortgage loan, no ARM's allowed.
  • Minimum credit score of 620.
  • Buyer cannot have owned a home in the last three years.
  • Loan is a second mortgage behind a first mortgage loan.
  • Attend first time home buyer workshop

Down Payment Assistance for Mobile Or Manufactured Homes

  • Gross annual income does not exceed 80% of median income for Napa County, adjusted for family size
  • City will loan up to $58,000 or 30% of the purchase price, whichever is less. 
  • 20 year deferred payment - forgivable loan
  • 0% interest rate
  • Loan forgiveness starting year 11 of the loan.
  • Funds can be used to purchase a mobile or manufactured home within the city limits of Napa.
  • Buyer must be able to qualify for a first mortgage loan.
  • Buyer must have at least 1.0% of the purchase price as their share of the transaction.
  • Buyers cannot have owned a home or mobile home within the past three years.
  • Minimum credit score of 620.
  • Attend a first time home buyer workshop.
